The FTC Safeguards Rule applies to you — If you arrange financing or leasing, you're a financial institution under federal law. That means a written security program, a named person responsible, a risk assessment, multi-factor authentication, encryption, monitoring and vendor oversight. Enforcement is real and awareness in the industry is low. (16 CFR Part 314)
